JOB SUMMARY Responsible for managing all aspects of the 340B Program across PeaceHealth, ensuring compliance with regulations related to the 340 B drug pricing program and expansion as appropriate. Collaborates with Finance. Assist in the budget planning process; participates in the analysis and interpretations of 340 B pricing trends, analysis and optimization of workflow, and the impact of new legislation. Responsible for operational performance, quality, service environment and regulatory compliance. Receives assignment in the form of objectives and determines how to use resources to meet schedules and goals.
ESSENTIAL FUNCTIONS Leads clinical and operational reviews of pharmacy services across the system to identify and implement 340B optimization. Guides local pharmacy managers on changes needed to accomplish this. Provides day-to-day management, compliance review, 340B relevant workflow and operations of clinic-administered medications in eligible locations, mixed-use areas managed by split-billing software, outpatient prescriptions fulfilled by an owned pharmacy, and outpatient prescriptions fulfilled by a contract 340B pharmacy.
Serves as primary internal and external program liaison for all 340B-related matters. Serves as the institutional ‘compliance expert or authority’ on 340B regarding program details, policies, and procedures of the virtual inventory processes required for mixed-use areas. Develops and maintains compliance audit program. Analyzes appropriateness of drug utilization in 340B eligible areas of the organization and makes recommendations for optimization of product selection and charge capture for 340B eligible medications.
Utilizes pharmacy clinical knowledge and background to identify conversion opportunities within drug classes or operational units to optimize clinical and financial outcomes. Provides oversight and leadership on establishing individual contracts with manufacturers as needed to remain compliant with GPO exclusion restrictions. Acts as a liaison to the department of pharmacy and regional facilities as well as with the organization's purchasing office. Establishes and maintains consistent policies and procedures for 340B that ensure productivity and efficiency so that long-term management of the program does not hamper operations or create unnecessary costs. Develops and modifies 340B policies in accordance with state, federal, and system program requirements.
Provides oversight and day-to-day management for review of appropriate billing units, doses given, charge capture and documentation through the Electronic Medical Record (EMR) and mapping of appropriate dosage forms and units for medications administered to 340B eligible patients. Provides oversight and leadership for the 340B program. Coordinates the organization's 340B oversight team, which will include representation from pharmacy, legal, compliance, finance, and senior administration.
Develops and maintains internal relationships (accounting, legal, national) and external relationships (wholesalers, manufacturers, contract pharmacies, split-billing software vendors, employee benefit pharmacy benefits managers (PBMs), and third-party administrator (TPA) vendors) as needed Actively engages with senior leadership and participates in decision-making processes related to the implementation of new 340B processes. Ensures that policies and procedures are developed and implemented according to organizational, regional, national, state, and federal requirements and guidelines and are approved by the institution's legal department. Performs other duties as assigned.
QUALIFICATIONS (required unless otherwise stated) education: Graduate of an accredited School of Pharmacy with a BS/PharmD degree. M.S., M.H.A., or M.B.A. preferred. experience/training: Minimum of three years of experience as a licensed pharmacist. Three years of 340B program experience is preferred Demonstrated knowledge of pharmacy purchasing, inventory and billing systems. license/certification: Currently licensed or able to obtain Registered Pharmacist license to practice pharmacy in the state in which caregiver will be working. other skills: Ability to deliver financial results for areas of accountability. Good verbal and interpersonal communication skills. Strong customer service skills. Ability to prioritize and coordinate with others to meet team goals. Ability to read and apply regulatory compliance guidelines. Computer skills to include data entry and data analysis. Strong attention to detail. Working knowledge of pharmacy practices and inventory control of pharmaceuticals preferred. Good mathematical skills Knowledge of 340B administrative software preferred.
